Prevention of Communicable Diseases (pdf) Stakes has focused
its international actions in the fight against communicable
diseases mainly on sexually transmitted infections (STIs), HIV and
AIDSm tuberculosis (TB). The main focus areas include Russia,
Eastern Europe and sub-Saharan Africa.
Health promotion and disease prevention (pdf) The rise of
chronic diseases represents one of the major health challenges to
global development in health. By participating in risk reduction
and health promotion, IDC at STAKES contributes to people's health
and social wellbeing. One of the prioritiesaddressed is preventive
health care and promotion of health and wellbeing.
Over decade of cooperation: STAKES in the Republic of Karelia
(Russian Federation) (pdf) The collaboration between STAKES and the
Republic of Karelia in the Russian Federation has continued since
the early 1990s. Since then, STAKES has carried out or taken part
in over ten different development projects or programmes in health
care and social welfare in the area.
Neighbouring area cooperation in health care and social welfare,
Northwest Russia (pdf) Since the 1990s, STAKES has been
planning, implementing and evaluating projects in health and social
welfare in Northwest Russia and in the St.Petersburg area. The
cooperation has concentrated in the development of primary health
care, health promotion and prevention of infectious diseases.

Testing the Preparedness for the Application of EC Social Security
Legislation, Czech Republic 2002-2003 (pdf) The main objective
of this twinning project was to enable the Czech Republic to take
the obligations of the EU membership by ensuring the preparedness
of the Czech administration for implementing the EU social security
legislation by the time of the Accession.
Strengthening Policy for Social Security Reform in Mongolia,
2002-2003 (pdf) The poverty gap in Mongolia has deepened during
the past ten years. The social protections system is largely
non-targeted, and wide-spread informal labour and submerged economy
hinder its funding. Main parts of the social insurance system have
been reformed, but the coverage of social insurance is low.
Health and Social Sector Support Programme, phase I and II,
Namibia,
1995-2004 (pdf) The development objective of the Programme was
to improve the health status and well being of Namibian people.
This was to achieved through improved implementation of core health
and social welfare services, better integration of health and
social welfare activities, and improved management systems and
capacity at central, regional and district levels.
Support to Lesotho health Sector Reform Programme, 2002-2005
(pdf) While worsening poverty and the HIV/AIDS epidemic are
undouptedly major big challenges in Lesotho, a number of factors
have been identified within the health system that are impairing
its function. The Lesotho Health Sector Reform Programme, funded by
the 8th European Development Fund, has been implemented to address
these problems and strengthen the health care system.

Articles contributed by both Finnish and Russian experts
describe the recent changes and development of the HIV epidemic in

International Practice and Policy Trends in International
Labour Immigration
Annika Forsander (2007)
IDC at STAKES was commissioned by the World Bank /Moscow to
review international practices in labour immigration in a number of
countries in 2006. The review was as aimed as a background material
to support the Russian Government in the formation of immigration
policy. The review International Practice and Policy Trends in
International Labour Immigration, focusing on labour immigration
practices in Australia, Canada, Israel and the USA, was written by
Dr Annika Forsander (CEREN, University of Helsinki) on behalf of
STAKES. It was presented it in a workshop organized by the Russian
Ministry of Health and Social Development and the World Bank in
Moscow, June 2006.

What are we doing there? Experiences
and lessons learned from development cooperation in health care and
social welfare (1990 - 2005)

This anthology of articles is published on the occasion of the 15th
anniversary of International Development Collaboration at STAKES.
The articles discuss the developments in international health and
social policy, record important observations and results of project
work, and describe social and health problems of developing and
transition countries, reflecting the diverse profile of the unit's
work. The authors are representatives of international funding
organisations, high-level policy-makers, experts and colleagues
from Finland and abroad, and the staff of STAKES.
