Our references
In the course of the last 19 years THL International Affairs has
implemented over 100 projects in nearly 40 countries worldwide and
has advised several national and international bodies on social and
health policy.
Our focus areas include Finland's cross-border regions,
neighbouring areas and the Russian Federation. Among developing
countries, the countries of sub-Saharan Africa have traditionally
been at the centre of our activities.

Support for the completion of the integrated mental health
service system in Romania, 2009-2010
This EU Twinning project aims to improve the existing institutional
and administrative mental health structure through the design and
piloting of an integrated mental health care system. More

Attractive Finland - Promotion of Professional Mobility in
Health Care
2009-2010
The goal of the Attractive Finland project is to construct a
model for the promotion of professional mobility in health care
between Finland and other EU countries. The project will be carried
out by the International Affairs Unit at the National Institute for
Health and Welfare (THL) in co-operation with the project partners
the City of Helsinki and the Helsinki and Uusimaa Hospital
District.

Support to capitation payment in Primary Health Care Serbia, EU
CARDS
2007-2009
The purpose of the project is to support the implementation of a
Capitation Payment (CP) model for primary health care through the
capacity building for CP of its providers, including capacity
building in IT management.

Strengthening the integrated system of medical, psychological
and social care for drug users in Romania 2008-2009
This EU twinning project aims to develop the system of the
integrated prevention and treatment services for drug users. During
the 12 months of the implementation THL as the EU member state
twinning partner and the Romanian Ministry of Interior and
Administrative Reform and the National Anti-Drug Agency (NAA) as
the beneficiary institutions will 1) Set up a therapeutic community
2) Design and implement a plan for community services to drug users
and 3) Strengthen the Addiction Training and Research National
Centre in NAA to perform specific research in the field of drug
